This is the Chaff Locker, a small weapons magazine dangling off the side of the flight deck where counter-measure ordnance is stored (and a good place to have a cigarette when the smoking lamp is out). The blue-cap tubes on the rack contain chaff, fine metal shavings ejected from aircraft to jam enemy radar. The squadron ordies are assembling counter-measure flares, which are ejected to divert heat-seeking missiles.
